I have attempted to write an article about the tools of the trade by compiling a comprehensive list of accessibility tools. The list on http://www.accessibilityassistant.com/resources/ is a great start and so is the list from https://www.w3.org/WAI/ER/tools/ but my guess is there are more.

Web Browser Support

Several years ago the idea of TTS in a web browser was still new and not supported. In 2017 Google Chrome had the best support for TTS followed by Firefox and IE was really left without. However I am excited to see that this year all the major browsers plan to support TTS as native capability and what I'm most interested is voice support. This is all about desktop because on mobile the situation is far worse. Apple's claims for TTS support don't work on iPhone and thus far nothing for Android web browser.
